Now you seem to need to login and use this url instead: https://my.playstation.com/profile/XXXX . This is done to hide the name tags a tad more.

If the ID is available it will tell you no user available and if it's you'll be sent to someone's profile. At this point there's no way to get the gamertag if taken though heavily desired you could message them about inquiring it.
