Update: I've been given additional information that this feature of playing with friends will be added post-launch in a title update.
It would seem that Crackdown 3: Wrecking Zone will not have support for parties. In case you're curious what this means, generally for the multiplayer portion of the game you will not be able to pair up with a friend or a group of friends to play it. This doesn't have anything to do with the campaign as this is a split package. In basically every multiplayer title you're able to join with a friend, or others in order to play online.
It would seem that Crackdown 3 will be taking a different approach and having you just be playing against and with random individuals at all times. This was confirmed through the official Crackdown Discord chat, the group can be joined from one of the official Crackdown Twitter postings. From there, individuals were curious about this aspect of the game, the director of the chat "MSFT Crackdown" answered them. I've included the chat pieces from the date noted in the byline above, in the image below. They're also written below in case you prefer that format of reading.
The initial inquiry was from branflakes222 with "just to be clear. The game WILL support lobbying with friends at launch right? I am referring to wrecking zone." The reply from the director was "No. Wrecking Zone does not support parties and will not at launch." Another inquiry into this I found gives additional context. From hambergurler, "can you not invite your friend and go into a match together?" with the reply "parties are not supported in Wrecking Zone. I don't have any info on if/when they might be implemented."
It would seem that's the current official word on playing with friends in Crackdown 3. We look forward to presenting coverage for the title towards launch, be sure to watch out for that. For additional context the game is set to release on February 15, 2019 after a number of delays as a Xbox Play Anywhere title while also being Xbox One X Enhanced.
