It looks like Forza Motorsport 8, or well the next entry in the franchise is now being worked on. Turn10’s Creative Director, Dan Greenawalt has announced the team will be shifting their weight onto the next project. They don’t specifically name the title as eight, or confirm it being in the franchise though that is heavily implied. They mention working with the racing community on the development of this next title, and working to get new people excited about cars through games.
There’s also a specific mention that Forza Motorsport 7 will continue to receive updates and support, but the main team has begun working on the next studio project. That also means we’re unlikely to see a Forza title at E3 2019 as Horizon 4 just released and eight was moved for work on improving the main seventh entry.
For a quoted transcript. ”"What we're saying very specifically is that Forza Motorsport 7 has had a strong amount of support from the team, and we're going to be shifting our weight. So there's still updates to come: you heard about Forza Race Regulations, and we're going to be coming out with a private and then public beta and then rolling that out; you know, we're not done with esports, that's an exciting part to us as well so we're going to be doing updates on that in the future. And of course we're going to be doing other updates to the game. But the weight of the team is shifting over to our next project. So we're getting into that concept phase.”
This was shown on the Forza Monthly March Edition livestream event where they talk about the state of the franchise. It would seem that community will be a big focus moving forward, getting details and direct feedback over the course of work on this new game.
