It looks as though Just Cause might become Xbox Backwards Compatible in the near future. This is due to the game now having a brand new fresh Xbox 360 store page with the release date of October 29, 2018. It doesn't currently have a revamped Xbox Store page, but the fact they've added it at this point leans heavily into suggesting a release for Xbox One. Not a remaster, but just available through the backwards compatible service. This is not to be confused with the Original Xbox version release of this game, this is for the Xbox 360 version. I'll also mention this is the first in the franchise in case there was any confusion.
Keep in mind that additions to the Xbox Backwards Compatible program are typically Tuesday and Thursday during the week with basically no announcement as the games are a striking surprise. With the game showing up on the store, and the sequel title being compatible this seems like a likely situation. For context, you take on the role of Rico Rodriguez as he attempts to overthrow the corrupt San Esperito government.
